PROPOSAL:
Set Public Hearings May 4, 2007 to Consider Amendments and/or Adoption to
AQMD Rules and Regulations to:
- Amend Regulation III – Fees. Staff is proposing an increase of 3.3% equivalent to the change in the 2006 Consumer Price Index for all fee categories, except those for which the Board last year adopted a phased in fee increase which includes a 10% increase this year to maintain cost recovery and fund the AQMD FY 2007-08 Budget and also clarify or correct rule language. Staff also proposes an indeminification program whereby permit recipients would reimburse the District’s costs of defending a permit. - Amend Rule 219 - Equipment Not Requiring a Written Permit Pursuant to Regulation II. This proposal is to harmonize the exemption levels applicable to ultra violet/electron beam curable materials and other coating, ink and adhesive application operations in an equitable manner. The proposed amendment will exempt certain low emitting operations, and will require a permit for certain operations with emissions exceeding 4 tons per year. Other minor changes are proposed.
