PROPOSAL:

Continue Current Contract for Janitorial Services at Diamond Bar
Headquarters on a Month-by-Month Basis

SYNOPSIS:

At the Board retreat on March 29, 2007, the Board directed staff to postpone bringing a contract for janitorial services for Board consideration until a determination has been made with respect to a “living wage” requirement for contractors. This action is to continue the current janitorial contractor, Diamond Contract Services, on a month-by-month basis at a monthly rate of $24,200, for no more than six additional months. Funding for the janitorial services contract has been included in the FY 2006-07 Budget and will be requested in the FY 2007-08 Budget.

Authorize the Chairman of the Board to execute a month-by-month (not to exceed six months) contract extension with Diamond Contract Services for janitorial services at a monthly rate of $24,200.

Background

AQMD contracts for routine janitorial services and supplies at the Diamond Bar headquarters. The current janitorial services contract with Diamond Contract Services was scheduled to expire February 28, 2007. On October 6, 2006, the Board approved release of RFP 2007-09 to solicit proposals from janitorial service firms interested in providing these services for the next three-year period. To allow time to clarify bids received, the contract was extended to April 30, 2007.

At the Board’s retreat on March 29, 2007, the Board discussed the matter of a “living wage” requirement for contractors and directed staff to prepare specific options for review by the Administrative Committee and consideration by the Board. Pending conclusion of a determination with respect to a “living wage” requirement, the Board directed that the current contract for janitorial services be continued on a month-by-month basis.

Proposal

Staff requests authorization to extend the janitorial services contract on a month-by-month basis for no more than six months pending the Board’s determination with respect to a “living wage” requirement for contractors.

The monthly rate negotiated for this contract extension is $24,200, which takes into account cost-of-living and State minimum wage increases since the contract was bid, at a rate of $22,000 per month, more than three years ago.

Resource Impacts

Sufficient funds are available in the approved FY 2006-07 Budget for the remainder of this fiscal year and funding for janitorial services will be requested in the FY 2007-08 Budget.
