Background To reduce the number of high-mileage, high-maintenance-cost vehicles in AQMD's fleet and to promote the use of dedicated-CNG vehicles, staff recommends purchasing 23 dedicated-CNG vehicles. AQMD budgets annually for the replacement of high-mileage vehicles that are no longer cost effective to maintain and repair. The fleet currently has 36 sedans with over 100,000 miles, the highest having 143,000 miles. Additionally, on November 3, 2006, the Board approved adding two inspector positions in Science and Technology Advancement to conduct Moyer Program field audits and two inspector positions in Engineering and Compliance to conduct field audits of chrome plating facilities. The Board’s action also included funding for the purchase of vehicles for the four added inspector positions and these vehicles are included in this purchase of 27 vehicles. Proposal In November 2006, staff in Science and Technology Advancement released RFQ 2007-02 for the purchase of dedicated-CNG passenger vehicles—with the same specifications needed for AQMD’s fleet—for a special monitoring project. Based on bids received, staff recommends the Board authorize the Procurement Manager to execute a purchase order with the lowest bidder, Honda of Thousand Oaks, for an amount not to exceed $720,000 for the purchase of 27 dedicated-CNG Honda Civic GX sedans. Resource Impacts Sufficient funds for the purchase of 27 replacement vehicles for AQMD’s fleet have been included in the FY 2006-07 Budget. |
