Report of RFPs and RFQs Scheduled for Release in July

SYNOPSIS:

This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of July.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

Outreach

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin.

Additionally, potential bidders may be notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, the State of California Contracts Register website, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

RFQ #Q2008-03 Issue RFQ to Purchase Phone System Upgrade MARLIA/3148
  The AQMD has an existing Nortel Meridian SL-1 Option 81C phone system which has been in service since 1990. This phone system will not be supported by the manufacturer in the near future, and needs to be upgraded to a Nortel Communication Server 1000M system. This action is to issue an RFQ to identify a vendor capable of providing the most cost-effective phone system upgrade in an efficient, turn-key manner, with minimal impact to District staff. Funds ($195,000) for this purchase are included in the FY 2007-08 Budget.  

REQUESTS FOR QUALIFICATIONS - Prequalified Vendor List

RFQ #Q2008-01 Issue RFQ to Establish List of Pre-qualified Vendors for Mailing Services THARP/3018
  The current list of pre-qualified mailing service vendors expires December 31, 2007. This action is to issue an RFQ to establish a list of pre-qualified vendors for the next three-year period.
 
RFQ #Q2008-02 Issue RFQ to Establish List of Pre-qualified Vendors for Automotive Service and Repair THARP/3018
  The current list of pre-qualified automotive service and repair vendors expires December 31, 2007. This action is to issue an RFQ to establish a list of pre-qualified vendors for the next three-year period.
