PROPOSAL:

Transfer Funds from Science and Technology Advancement Budget to Advance Technology, Outreach and Education Fund to Support Low- And Zero-Emission Stationary Source Projects

SYNOPSIS:

On May 5, 2006, the Board approved $105,000 of the BP ARCO Settlement Projects Fund to be administered by the Technology Advancement Office (TAO) for Stationary Source Research and Development projects. This action is to transfer these funds to the Advance Technology, Outreach and Education Fund to allow TAO to administer, manage, and track these projects utilizing its established contracts process and resources.

Technology, May 25, 2007. Less than a quorum was present during the discussion of this item. The Chairman communicated his concurrence and recommendation that this item be forwarded for Board consideration.

RECOMMENDED ACTION:

Transfer funds from Science and Technology Advancement Budget, Professional & Special Services to the Advance Technology, Outreach and Education Fund (Fund 17) in the amount of $105,000 for low- and zero-emissions stationary source projects.

Background

As a result of the BP ARCO Settlement in 2005, the Board established the BP ARCO Settlement Projects Fund. On May 5, 2006, the Board approved funding in the amount of $105,000 from the BP/ARCO Settlement Fund for Stationary Source Research and Development in the Technology Advancement Office. The funds were transferred to the Science and Technology Advancement Budget, Professional & Special Services as part of the FY 2006-07 Budget.

Proposal

It is recommended that the funding for Stationary Source Research and Development in the amount of $105,000 be transferred to the Advance Technology, Outreach and Education Fund. Low- and zero-emission projects will be targeted, including, but not limited to, advanced combustion technologies, innovative aftertreatment control technologies, renewable technologies; emissions sampling and low VOC coating development and testing. Transfer of the settlement funds to the Technology Advancement Office (TAO) will allow more efficient administration, management, and tracking of the projects using TAO’s established contracts process and resources.

Benefits to AQMD

These stationary source projects are expected to provide air quality mitigation and public health benefits to residents of impacted areas, including minorities and low-income communities.

Resource Impacts

Sufficient funding is available in the Science and Technology Advancement Budget, Professional & Special Services.
