Background In response to an RFP issued on November 4, 2005, the Board at its March 3, 2006 meeting approved execution of a contract with Satellite Security Systems to purchase up to 200 GPS units equipped with electronic monitoring units (EMU) and to acquire monitoring services for an amount not to exceed $475,250 for a period of five years. The GPS-EMU units will enhance enforcement activities of mobile source projects. Following Board approval, staff started working on the contract with Satellite Security. The draft contract went through numerous changes to accommodate the changing requirements of Satellite Security. By March 2007, AQMD could no longer accommodate some of the newly requested changes in the contractual language, and on March 13, 2007, staff learned that Satellite Security would not be able to provide the necessary services as required by the draft contract due to extensive restructuring. It is therefore not possible to execute a contract with Satellite Security Systems. Proposal Radio Satellite Integrators, Inc. was ranked second in the above-mentioned November 4, 2005 RFP evaluation process. A list of bidders responding to the November 4, 2005 RFP with their scores is attached as Table 1. Staff proposes to execute a contract with Radio Satellite Integrators, Inc. to purchase up to 200 global positioning systems (GPS) equipped with Automatic Vehicle Location (AVL) and Mobile Data systems, and to acquire monitoring services at a cost not to exceed $546,150 from the Carl Moyer Program Fund, SB 1107 Account for a period of up to five years. Benefits to AQMD The use of GPS-AVL systems will help AQMD to enhance the monitoring aspects of mobile source incentive programs such as the Carl Moyer Program. Resource Impacts The total cost of $546,150 for the GPS units will be funded from the Carl Moyer Program Fund, SB 1107 Account. Attachment (DOC 52.5kb) |
