Barry R. Wallerstein, D.Env. Background In December 2006, Thompson, Cobb, Bazilio & Associates, P.C. (TCBA) completed a process review of the AQMD permit application fee refund process. Their recommendations to improve the process include specific programming changes to the Permitting and Finance software systems, major components of the agency’s Clean Air Support System (CLASS) suite of applications, to streamline the permit application refund process. At the February 3, 2006 and January 5, 2007 meetings, the Board authorized staff to initiate level-of-effort contracts with several vendors for systems development, maintenance and support services. At the time these contracts were executed, it was expected that they would be modified in the future to add funding from approved budgets as systems development requirements were identified and sufficiently defined so that task orders could be prepared. The contracts are Basic Ordering Agreements: Individual task orders are issued on both a competitive and sole-source basis (depending on the size and complexity of the system), after review of prior successful experience of the company and associated administrative costs of the bid process relative to the costs associated with the work effort. Systems development and maintenance efforts are currently needed (see Attachment 1) to implement the recommended changes to the CLASS Finance and Permitting systems. This item is listed on the “Status Report on Major Projects for Information Management.” Proposal Staff proposes the contracts be amended to add additional funding of $65,200 in the amount of $35,200 to mLogica and $30,000 to R Systems for the specific task orders listed in Attachment 1.
