PROPOSAL: 

Approve Salary Adjustments for Executive Officer and District Counsel

SYNOPSIS: 

Based on review of job performance and salary comparisons with comparable public-sector positions, the Personnel Committee recommends the Executive Officer receive a 10% salary adjustment and District Counsel receive an 8.7 % adjustment. Sufficient funds are available in the FY 2007-08 Budget.

RECOMMENDED ACTION:

Approve a salary adjustment of 10% for the Executive Officer and of 8.7% for District Counsel effective the first pay period following Board approval.

Background

The Personnel Committee reviews Executive Officer and District Counsel performance and recommends salary adjustments.

Proposal

The Personnel Committee is responsible for reviewing the performance of the Executive Officer and the District Counsel and for making recommendations for salary and benefits adjustments. The Personnel Committee reviewed the evaluations by Board Members, salaries for similar public-sector positions, and the performance of the Executive Officer and the District Counsel. The Personnel Committee noted the wide range of legal issues supervised by the District Counsel, including personnel matters, conflict of interest and other public sector issues, tort claims, and complex environmental and regulatory issues. In addition to supervising major, precedent-setting litigation, the District Counsel is actively involved in the representation of the District and, most importantly, the analysis which constitutes the District’s legal position in this high-stakes litigation. The Personnel Committee also noted the demanding role of the Executive Officer, not only in leading the District but also in taking the initiative on air quality issues state-wide, based on the Board’s directives. As the difficulty of achieving clean air in this basin has increased, so have the challenges to the Executive Officer increased, resulting in a broader area of activity and responsibility than was previously the case.

Resource Impacts

The annual salary cost of this recommendation is approximately $35,469, and the FY 2007-08 cost is approximately $23,646. Sufficient funds are available in the approved FY 2007-08 Budget.
