This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of November.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

Outreach

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin.

Additionally, potential bidders may be notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, the State of California Contracts Register website, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

RFP #P2008-07 Issue RFP to Lease Offset Printing Equipment with Computer-to-Plate System

  At the February 3, 2006, meeting, the Board approved the lease of high-production color printing equipment. Before all the arrangements could be completed, the vendor announced discontinuation of the approved equipment. After considerable, but ultimately unsuccessful, negotiation with the vendor over a suitable replacement, staff finally decided to seek new bids. This action is to issue an RFP to solicit proposals for offset printing equipment for the print shop that includes a computer-to-plate system, under a lease-to-own arrangement.
 
 
RFQ #Q2008-11 Issue Request for Quotation to Procure an Energy Dispersive X-Ray Fluorescence Spectrometer (EDXRF).

  The Laboratory routinely analyzes fine particulate speciation filers (PM2.5) by measuring over forty different elements using Energy Dispersive X-Ray Fluorescence Spectrometer (EDXRF). In addition to samples originating from the PM2.5 & the Port Community Air Monitoring Programs, analyses of samples from several smaller projects require the use of EDXRF. Samples from District Enforcement staff are also submitted to the Laboratory for analysis by EDXRF. This very high sample throughput rate has often resulted in frequent breakdowns of the instrument and a subsequent backlog of samples. Therefore, the AQMD has a need to procure an additional Energy Dispersive X-Ray Fluorescence Spectrometer. This action is to issue an RFQ for an Energy Dispersive X- Ray Fluorescence Spectrometer. Funds for this purchase ($132,000) are included in the FY 2007-08 Budget.
