Mobile Source Air Pollution Reduction Review Committee

SYNOPSIS:

Below is a summary of key issues addressed at the MSRC’s October 18, 2007 meeting. The next MSRC meeting is scheduled for Thursday, November 8, at 2 p.m. in Conference Room CC8.

FY 2007-08 Work Program

At its October 18, 2007 meeting, the MSRC considered its Technical Advisory Committee’s recommendations on the FY 2007-08 AB 2766 Discretionary Fund Work Program. Available funding for FY 2007-08 is approximately $13.7 million. Three subcommittees were formed to carve out FY 2007-08 program categories and target funding levels, based on the MSRC’s feedback at its annual retreat, which was held on May 31, 2007.

Eleven candidate work program categories were presented to the MSRC:

Local Government Match Program $3M
Alternative Fuel Infrastructure Program $2.5M
ITS Concept Development Study $50K
“Showcase” Off-Road Retrofit Gap Filler $250K
Public School District Alternative Fuel Bus Incentives $1.2M
On-Road Emission Control Systems “Showcase” Demo $1M
Incentives for 0.2 Gram Engines for Off-Road $1M
Incentives for 0.2 Gram Engines for On-Road $1.5M
OCTA Big Rig FSP Sole Source $1.5M
Metro Big Rig FSP Sole Source $1.5M
“Rideshare 2 School” Ride Matching & Incentive Program $245K

Some MSRC members needed to leave early; one arrived later in the meeting and the Chair was absent. The majority of the members desired further discussion on some of the candidate work program categories. Therefore, the MSRC voted unanimously to direct staff to move forward with preparation of solicitation documents for the Local Government Match Program, Alternative Fuel Infrastructure Program, Public School District Alternative Fuel Bus Incentives, and On- and Off-Road 0.2 Gram Engine Incentives, and to defer MSRC action on the remaining candidate categories to the MSRC’s next meeting.

Consequently, to implement the FY 2007-08 Work Program, the MSRC will consider solicitations in two parts, some at its November 8, 2007 meeting and the remainder at its December 20, 2007 meeting. The solicitations and any contract awards will be submitted to the AQMD Board for consideration following MSRC approval.

Received and Approved Final Report

At its October 18, 2007 meeting, the MSRC unanimously received and approved one final report for R.F. Dickson Company Contract #MS04050, which provided $250,000 towards a CNG station upgrade.

All final reports are filed in the AQMD's library and a two-page summary of each closed project can be viewed in the electronic library on the MSRC's website. It is anticipated that in the future the MSRC’s website, http://www.cleantransportationfunding.org, will include complete final reports in its electronic library.

Contracts Administrator’s Report

The MSRC's AB 2766 Contracts Administrator provides a monthly written status report on all open contracts from FY 2000-01 through the present. The Contracts Administrator’s Report for October 2007 is attached for your information.
