Background On March 2, 2007, the Board approved appropriation of $50,000 from the General Fund, Designation for Enhanced Compliance Activities, for the purchase of a CNG van to be used by District compliance staff for Service Station vapor recovery testing. The Board subsequently approved the release of RFQ #Q2007-10 on May 4, 2007 to solicit bids for the vehicle. This initial effort yielded no proposals. At the end of FY 2006-07, the unused $50,000 was returned to the designation. On July 13th, RFQ #Q2007-10(R) was released targeting local Chevrolet dealers marketing the larger CNG-fueled vehicles. A total of two proposals were received, the lowest of which was $15,000 more than the $50,000 initially estimated for the purchase of this vehicle. Each quote included the cost of a Chevrolet Express Commercials Cutaway Van, the addition of a Supreme Truck Body, and the conversion of the vehicle from gasoline to CNG. Proposal Based on the two proposals received (as shown in Attachment A), staff recommends the Board authorize the Procurement Manager to execute a purchase order with the lowest bidder, Lake Chevrolet. Staff also seeks Board approval to appropriate $70,000 to fund to this vehicle purchase. Any unused portions will be returned to the designation at the end of FY 2007-08. Resource Impacts The necessary funding will be appropriated from the General Fund, Designation for Enhanced Compliance Activities, which has a current fund balance of $210,936. Attachments
