Mobile Source Air Pollution Reduction Review Committee
SYNOPSIS:
Below is a summary of key issues addressed at the MSRC’s September 20, 2007 meeting. The next MSRC meeting is scheduled for Thursday, October 18, at 2 p.m. in Conference Room CC8. Please note the November meeting has been moved to an earlier date; November 8 instead of November 15, 2007.

Minutes from the August 16, 2007 meeting were unanimously approved. They are attached for your information (Attachment 1).
Awards for Off-Road Diesel Construction Equipment Retrofit “Showcase” Program
As an element of their FY 2006-07 Phase 1 Work Program, the MSRC partnered with CARB to conduct a broad-based demonstration of diesel emission control systems on heavy-duty off-road diesel construction equipment. The MSRC initially allocated $1 million to implement the “Showcase” Program, which will reduce the public’s exposure to diesel exhaust particulate while encouraging the verification of diesel retrofit devices for off-road construction equipment. A primary goal of the “Showcase” Program is to provide essential in-use operations data necessary to support the verification of off-road retrofit devices. Eligible retrofit device manufacturers were identified through an RFQ process and off-road construction equipment owners applied to participate through a separate Program Announcement. A total of 16 manufacturers submitted qualifications for 30 diesel emission control devices, and 18 equipment owners submitted applications for a total of 230 off-road vehicles. The MSRC’s funds will be awarded to the equipment owners to fund the purchase and installation of the actual diesel emission control devices. Members of the MSRC’s Technical Advisory Committee and MSRC staff worked closely with CARB to match compatible diesel emission control devices with appropriate off-road construction equipment and ranked the devices and equipment to achieve the broadest demonstration across vehicle classes. At its September 20, 2007 meeting, using the $1 million originally allocated to the “Showcase” Program plus $2,641,013 from unallocated revenue and/or turn-back funds,the MSRC unanimously approved awards to 18 equipment owners in the amount of $3,641,013. The AQMD Board will consider these awards at its October 5, 2007 meeting.
Mountain-Area CNG School Bus Demonstration Program
As an element of their FY 2006-07 Phase I Work Program, the MSRC approved contracts totaling $150,930 with BusWest and S-W Compressors to implement a CNG school bus demonstration program for the mountainous areas of AQMD. It was originally anticipated that both Bear Valley and Rim of the World Unified School Districts would participate in the Mountain Area CNG School Bus Demonstration Program. The MSRC’s funding was approved to offset the cost of two, one-year CNG school bus leases, plus the cost of operating two temporary CNG refueling stations. Rim of the World USD has indicated that they are not able to participate in the demonstration program, despite multiple attempts to persuade them otherwise. Bear Valley USD, however, has expressed their desire to demonstrate both CNG school buses. Bear Valley USD committed to remove a second older diesel bus from service if given the opportunity to demonstrate the second CNG bus. At its September 20, 2007 meeting, the MSRC formally withdrew its offer to Rim of the World USD to participate in this demonstration program and allocated the second bus and temporary refueling station, if it is determined that the second temporary refueling station is needed, to Bear Valley USD. The AQMD Board will consider this modified demonstration program at its October 5, 2007 meeting.
Contract Modification Requests
At its September 20, 2007 meeting, the MSRC considered nine contract modification requests and took unanimous action, as follows:
- For County of Los Angeles Department of Public Works Contract #PT05055, which provides $212,500 for the installation of 25 diesel exhaust after-treatment devices, approval to extend the deadline for completing device installations from 12 to 24 months from the date of contract execution as well as the substitution of vehicles;
- For County of Los Angeles Department of Public Works Contract #PT06005, which provides $193,500 for the installation of 43 diesel exhaust after-treatment devices, approval to extend the deadline for completing device installations from 12 to 24 months from the date of contract execution as well as the substitution of vehicles;
- For City of Cathedral City Contract #MS03031, which provides $79,036 for the installation of wind break and fencing as well as stabilization of earthen slopes, approval of a one-year contract term extension;
- For City of Beaumont Contract #ML05027, which provides $20,000 towards the purchase of one heavy-duty CNG transit bus, approval of an 18-month contract term extension;
- For CR&R Inc. Contract #MS04041, which provides $155,468 towards the purchase of 10 LNG refuse trucks and mechanic training, approval of a 12-month contract term extension (inclusive of two-month administrative extension), a change in base location for the trucks, and substitution of truck type;
- For Clean Energy Contract #MS06041, which provides $250,000 for the installation of a public access CNG station in Newport Beach, approval of a one-year contract term extension;
- For the City of Culver City Contract #MS03050, which provides $294,286 towards the purchase of eight CNG buses and expansion of a CNG fueling station, approval of a six-month contract term extension;
- For the County of Riverside Contract #MS03067, which provides $62,396 to pave portions of two roads, approval of an 11-month contract term extension (inclusive of three-month administrative extension); and
- For Road Builders Contract #MS05037, which provides $229,302 towards repowering the engines of two scrapers, approval of an eight-month contract term extension.
Received and Approved Final Reports
At its September 20, 2007 meeting, the MSRC unanimously received and approved two final reports, as follows:
- Waste Management of Corona Contract #AB02014, which provided $165,000 towards the purchase of 10 CNG refuse trucks, maintenance facility modifications, and mechanic training; and
- Foothill Transit Agency Contract #MS04007, which provided $715,000 towards the purchase of 75 CNG buses and installation of a CNG refueling station.
All final reports are filed in the AQMD's library and a two-page summary of each closed project can be viewed in the electronic library on the MSRC's website. It is anticipated that in the future the MSRC’s website, http://www.cleantransportationfunding.org, will include complete final reports in its electronic library.
Contracts Administrator’s Report
The MSRC's AB 2766 Contracts Administrator provides a monthly written status report on all open contracts from FY 2000-01 through the present. The Contracts Administrator’s Report for September 2007 is attached for your information.
