This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of September.

Background
At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.
Outreach
In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin.
Additionally, potential bidders may be notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, the State of California Contracts Register website, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.
Proposal Evaluation
Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

Currently, AQMD desktop personal computers use Microsoft Windows 2000 Professional operating system, and the Microsoft Office 2002 desktop suite (word processing, spreadsheets, graphics, presentations, and desktop database management). These products will no longer be supported by Microsoft and need to be replaced with supported versions. The desktop operating system will be upgraded to Microsoft Windows Vista Business, and the office suite will be upgraded to Office 2007. This action is to issue an RFQ to identify a vendor capable of providing these upgrades in the most cost effective manner. Funds ($445,000) are included in the FY 2007-08 Budget

Currently, AQMD network servers use Microsoft Windows 2000 Server for the network server operating systems. This product will no longer be supported by Microsoft and needs to be replaced with a supported version. The network server operating system will be upgraded to Microsoft Windows Server 2003, Release 2. This action is to issue an RFQ to identify a vendor capable of providing this upgrade in the most cost effective manner. Funds ($236,500) are included in the FY 2007-08 Budget.

Request for Quotation for Automated Gas Chromatograph with Time of Flight Mass Spectrometry (GC/TOF-MS) System

The Laboratory routinely analyzes potentially hazardous gaseous samples from incident and emergency response using gas chromatography with mass spectrometry (GC/ MS). Current instrument requires over one hour and a half per analysis which delays reporting results to the community or first responders. This GC/TOF-MS purchase will improve the analysis time, decreasing the amount of time first responders will have to wait to make decisions at an incident. Also, with two-dimensional chromatography and the time of flight mass spectrometry, more unknown gaseous compounds can be more reliably identified and quantified. Funds are included in the FY 2007-08 Budget.

The AQMD has the need to procure a Gas Chromatograph/ Flame Ionization Detector/ Mass Spectrometer System (GC/FID/MS) for the analysis of volatile organic compounds in a variety of air, liquid, and solid samples related to emergency response and toxics. Funds are included in the FY 2007-08 Budget.

The Laboratory analyzes potentially hazardous gaseous samples from incident and emergency response in which sulfurous compounds are commonly found. Measuring total sulfur in the field is important for nuisance and incident responses as several sulfurous compounds are known toxics (i.e. hydrogen sulfide, methyl mercaptan, dimethyl sulfide) and repugnantly odiferous. These analyzers can also serve as a trigger for more complex monitoring. Funds are included in the FY 2007-08 Budget. |
