Report of RFPs and RFQs Scheduled for Release in April
SYNOPSIS:
This report summarizes the RFPs and RFQs for budgeted services over $50,000
scheduled to be released for advertisement for the month of April.

Background
At its April 9, 1999 meeting, the Board approved a revised Procurement Policy
and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over
$50,000, which follow the standard evaluation criteria, no longer require
individual Board approval. However, a monthly report of all RFPs and RFQs over
$50,000 is included as part of the Board agenda package and the Board may, if
desired, take individual action on any item. The report provides the title and
synopsis of the RFP or RFQ, the budgeted funds available, the release date, the
closing date, the type of evaluation method, and the AQMD contact.
Outreach
In accordance with AQMD’s Procurement Policy and Procedure, a public notice
advertising the RFP/RFQ and inviting bids will be published in the Los Angeles
Times, the Orange County Register, the San Bernardino Sun, and Riverside County
Press Enterprise newspapers to leverage the most cost-effective method of
outreach to the entire South Coast Basin.
Additionally, potential bidders may be notified utilizing AQMD’s own
electronic listing of certified minority vendors. Notice of the RFP/RFQ will be
mailed to the Black and Latino Legislative Caucuses and various minority
chambers of commerce and business associations, the State of California
Contracts Register website, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov
where it can be viewed by making menu selections “Inside AQMD”/“Employment and
Business Opportunities”/“Business Opportunities” or by going directly to
http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s
bidder’s 24-hour telephone message line (909) 396-2724.
Proposal Evaluation
Proposals received will be evaluated by applicable diverse panels of
technically qualified individuals familiar with the subject matter of the
project or equipment and may include outside public sector or academic community
expertise.

Proposal for Air Pollutant Measurements Aloft for the South Coast Air Quality

The results of
regional air quality models used by AQMD for AQMP development have proven to be
highly sensitive to initial and boundary conditions of air pollutants. Such
measurements aloft are not readily available from routine monitoring programs.
This action is to issue an RFP to solicit proposals from qualified consultants
to provide the necessary expertise, personnel and instrumentation to measure
upper-level air pollutants in Southern California, using cost-effective
techniques, and to analyze and report the results. This contract effort will
assist with air quality model evaluation and the assessment of regional air
quality model boundary conditions. The initial funding for this contract shall
not exceed $150,000, utilizing funding allocated for this purpose in the U.S.
EPA 16th Year Section 105 Grant for the PAMS program. This contract
may be amended in FY 2008-09, based upon availability of additional funds and
satisfactory contractor performance, for further measurements. |

Proposal to Conduct Systems and Performance Audits of the AQMD Meteorological
Monitoring Network |

AQMD operates a
network of meteorological stations that measure surface and upper air
meteorological parameters in support of air quality forecasting, episode
analyses and modeling, as well as to address U.S. EPA requirements such as for
the PAMS program. This action is to issue an RFP to solicit proposals from
qualified consultants to conduct audits of the AQMD meteorological monitoring
network for quality assurance of the measurement program. The contract effort
will include systems audits of the overall meteorological network and specific
stations, as well as performance audits of the component instrumentation. The
equipment includes radar wind and temperature profilers, Sodars (acoustic wind
profilers) and numerous tower-mounted meteorological sensors in the South Coast
Air Basin. The initial funding for the contract shall not exceed $60,000,
utilizing funding allocated in the U.S. EPA 16th Year Section 105
Grant for the PAMS Program. The contract may be amended in FY 2008-09, based
upon availability of funds and satisfactory contractor performance, to audit
additional meteorological stations and equipment. |

Proposal to Provide Technical Support for the AQMD Coachella Valley
Meteorological Network |

AQMD maintains a
network of meteorological stations in the Coachella Valley to support high-wind
forecasting for windblown dust and analyses related to U.S. EPA regulations for
the treatment of exceptional and natural events that lead to violations of the
federal standards for particulate matter. This action is to issue an RFP to
solicit proposals from qualified consultants to provide technical support to
AQMD related to the implementation, operation and maintenance of the AQMD
supplemental meteorological monitoring network in the Coachella Valley. The
contract will include field support, as well as data management and analysis
tasks, in support of AQMD efforts. The initial funding for this contract shall
not exceed $50,000, budgeted in FY 2007-08 in the Planning, Rule Development and
Area Sources Contracts and Special Services account. This contract may be
amended up to three times to extend the term and add funds, at AQMD’s
discretion, contingent on funding availability and contractor performance. |

Issue Request for
Proposal to Purchase Compressed Pure Gases and Cryogenic Liquids |

AQMD expects to
spend approximately $105,000 per year to purchase compressed pure gases and
cryogenic liquids in each of the next two fiscal years. These gases are used in
a wide variety of analytical and monitoring needs. The laboratory uses
compressed gases as carrier gases and purging agents, and cryogenic liquids are
used to concentrate samples for gas chromatographic analysis for PAMS,
Environmental Justice, compliance, special studies and other network samples.
This action is to issue an RFP to purchase compressed pure gases and cryogenic
liquids in FY 2008-09 with an optional extension to cover FY 2009-10. Funds for
this purchase will be requested in the appropriate fiscal year budgets |
