PROPOSAL:
Set Public Hearings May 2, 2008 to Consider Amendments and/or
Adoption to AQMD Rules and Regulations to:

Amend Regulation III - Fees.
Staff is proposing an increase of 4.1%, equivalent to the change in the 2007
Consumer Price Index for all fee categories except those for which the Board
adopted a 3-year phased fee increase in 2006, which includes a 10% increase
this year to continue cost recovery efforts and fund the 2008-09 Budget. Staff
is also proposing to amend the Annual Emissions Reporting from a fiscal year
to a calendar year reporting time period to align with the CARB mandatory
Greenhouse Gas Reporting Program, a one time operating fee assessment to
recover the cost of a technology assessment to reduce Sox emissions from
RECLAIM facilites, and other minor fee adjustments and clarifications.

Amend Rule 1149 - Storage Tank and Pipeline Cleaning
Degassing.
The proposed amendments to Rule 1149 - Storage Tank and Pipeline Cleaning
Degassing will further reduce VOC emissions by establishing a vapor
concentration standard for the cleaning and degassing of storage tanks,
extending the applicability of the rule to pipelines and more tanks,
streamlining the notification procedure and improving the clarity of the rule.
The proposed amendments will also establish a protocol to quantify voluntary
reduction efforts of CO2 emissions from the cleaning and degassing of natural

Adopt Proposed Rule 314 - Fees for Architectural Coatings.
Proposed Rule 314 - Fees for Architectural Coatings sets fees for
manufacturers of architectural coatings to recover the cost of AQMD programs,
and will provide staff with architectural coating quantity and emissions
information for planning, compliance, and rule development. (Review:
Stationary Source Committee, February 15, 2008 and April 25, 2008;
Administrative Committee, April 11, 2008)

RECOMMENDED ACTION:
