Report of RFPs and RFQs Scheduled for Release in February
SYNOPSIS:
This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of February.

Background
At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.
Outreach
In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin.
Additionally, potential bidders may be notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, the State of California Contracts Register website, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.
Proposal Evaluation
Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

The U.S. EPA is currently implementing the National Ambient Air Monitoring Strategy (NAAMS). One of the major areas of investment in the NAAMS is the use of highly sensitive pollutant monitors for the characterization of the precursor gases CO, SO2, and total reactive oxides of nitrogen (NOy) in a new national core monitoring network (NCore). The precursor gases play important roles in the formation of atmospheric ozone, air toxics, and PM, on both local and regional scales. This action is to issue an RFQ that addresses the need for trace SO2 analyzers for NCore as well as to provide for the replacement of old ambient instruments currently being used in air monitoring stations. |

Issue Request for Quotation to Procure an Automated Gas Chromatograph System |

Through U.S. EPA funding the AQMD operates 7 sites as part of the Photochemical Assessment Monitoring Stations (PAMS) network. The PAMS program uses, in part, automated gas chromatographs for the characterization of ambient hydrocarbons. These hydrocarbons are precursors in the formation of atmospheric ozone, air toxics, and PM. This action is to issue an RFQ for an Automated Gas Chromatograph System for the PAMS program to replace an aging instrument currently being used at one of the air monitoring stations. |
