Executive Officer
The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month’s forecast are summarized.
|
208
444 |
Permit and Burn Authorization for Open Burning
Open Burning (BCM-04) |
| Rules 208 and 444 are moved to July from March. Additional time is required for the proposed amendments to Rule 444/208 due to recent wildfires. Meetings with various fire agencies have not been possible; therefore, in order to have an effective public review process, meetings with all concerned parties will not begin until early 2008. The time extension will ensure that all affected sources are contacted and proper input is received prior to setting the Public Hearing. |
|
317 |
Clean Air Act Emissions Fees for Major Stationary Sources of VOC and NOx (MCS-08) |
| Proposed Rule is moved forward to December from TBD to implement 2007 AQMP Control Measure MCS-08 as required under the Federal Clean Air Act. |
|
461 |
Gasoline Transfer and Dispensing |
| Rule 461 is moved forward to March to provide needed clarity and improve enforceability. |
|
407.1 |
Carbon Monoxide Emissions from Permit Units |
| Rule 407.1 is moved to March from February to allow for additional time for staff analysis and public review. |
|
1145 |
Plastic, Rubber, and Glass Coatings |
| Rule 1145 is moved to July from TBD to address a compliance issue brought to staff’s attention by the public. |
2008 MASTER CALENDAR
Advance Target for Board Hearings
Below is a list of all
rulemaking activity scheduled for the year 2008. The last three columns refer
to the type of rule adoption or amendment: AQMP refers to the adoption and
implementation of AQMP control measures (Attachment A); Toxics refers to the
adoption and implementation of programmatic as well as source-specific
toxic-related rules (Attachment B); and Other refers to administrative rules or
changes to an existing rule to clarify or improve rule enforceability, SIP
corrections, or implementing state or federal regulations (Attachment C). A
more detailed description of the proposed rule adoption or amendment is located
after this calendar under the type of rule adoption or amendment (i.e. AQMP,
Toxics, and Other).
*An
asterisk indicates that the rulemaking is a potentially significant hearing.
+This proposed rule will
reduce criteria air contaminants and assist toward attainment
of ambient air quality standards.

Reg. IV, IX, X, XI, XIV, and XX Rules |
Various rule amendments may be needed to meet the requirements of state and
federal laws (e.g., SB 700), address variance issues/technology-forcing limits,
or to seek additional reductions to meet the SIP short-term measure commitment.
The Air Toxics Control Plan (ATCP) is being updated to include new measures to
address toxic emissions in the basin. The revised ATCP will include a variety of
measures that will reduce exposure to air toxics from stationary, mobile, and
area sources. |
√ |
√ |
√ |
Note: AQMD may add control measures necessary to satisfy federal
requirements, to
abate a substantial
endangerment to public health or welfare, state regulatory
requirements or SIP
commitment.
