Report of RFPs and RFQs Scheduled for Release in January

SYNOPSIS:

This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of January.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

Outreach

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin.

Additionally, potential bidders may be notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, the State of California Contracts Register website, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

STANDARDIZED SERVICES

RFQ #Q2008-15 Issue Request for Quotation for Purchase of Dedicated-CNG Passenger Vans and Truck THARP/3018
  This action is to issue an RFQ to solicit bids for the procurement of up to 6 dedicated-CNG passenger vans for the fleet and a dedicated-CNG one-ton crew cab truck for use by maintenance staff.  These vehicles will replace high-mileage vehicles that are more than 10 years old with costly repair histories.  
RFQ #Q2008-16 Issue Request for Quotation to Procure Meteorological Sensors for Photochemical Assessment Monitoring Stations (PAMS) LIU/2105
  In accordance with the 1990 Clean Air Act Amendments, U.S. EPA has required more extensive monitoring of ozone and its precursors in areas with persistently high ozone levels (mostly large metropolitan areas). In these areas, the States have established ambient air monitoring sites called Photochemical Assessment Monitoring Stations (PAMS) which collect and report detailed data for volatile organic compounds, nitrogen oxides, ozone and meteorological parameters. This action is to issue an RFQ to facilitate the replacement of aging meteorological equipment at these sites. Funds for this purchase are included in the FY 2007-08 Budget.
