PROPOSAL:

Add and Delete Positions in Engineering and Compliance

SYNOPSIS:

To enhance efficiency and meet current program needs with respect to administrative functions for permit streamlining and compliance enhancements, this action is to delete a Senior Air Quality Engineer position and to add an Air Quality Analysis and Compliance Supervisor position in Engineering and Compliance. The net annual top-step salary and benefits cost of this change is approximately $13,965, and sufficient funds exist in the approved FY 2008-09 Budget.

Background

In 1998, the Board Chairman appointed a permit streamlining task force to develop recommendations to expedite permitting and improve customer service for regulated businesses. Since 2005, the task force has met on a regular basis to suggest improvements to permit processing functions that affect both businesses and the public. To provide appropriate supervision of administrative functions of permit streamlining and compliance enhancements, staff proposes deleting a vacant lower-level position and adding a more appropriate supervisory-level position.
 

Proposal

This proposal is to add an Air Quality Analysis and Compliance Supervisor position and to delete a Senior Air Quality Engineer position in Engineering and Compliance.
 

Resource Impacts

Based on current Board-approved top-step salaries and benefits, the annual cost of this change is approximately $13,965. Sufficient funds are available in the FY 2008-09 Budget to cover this cost.
