Background

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month’s forecast are summarized.
 

433 + Natural Gas Fuel Specification (CMB-04)
Rule 433 is moved to October from September to allow additional time for public input and analysis.
1147 NOx Reductions from Miscellaneous Sources (CMB-01)
Rule 1147 is moved from to November from Steptember to allow additional time to complete analysis and work with stakeholder.
1156 Further Reductions of Particulate Emissions from Cement Manufacturing Facilities
Proposed amendments is added to October to address changes consistent with the original intent of the rule to reduce particulate emissions from cement manufacturing facilities.

Reg. IV, IX, X, XI, XIV, and XX Rules Various rule amendments may be needed to meet the requirements of state and federal laws (e.g., SB 700), address variance issues/technology-forcing limits, or to seek additional reductions to meet the SIP short-term measure commitment. The Air Toxics Control Plan (ATCP) is being updated to include new measures to address toxic emissions in the basin. The revised ATCP will include a variety of measures that will reduce exposure to air toxics from stationary, mobile, and area sources.
Note: AQMD may add control measures necessary to satisfy federal requirements, to abate a substantial endangerment to public health or welfare, state regulatory requirements or SIP commitment.
