This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of July.

Background
At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.
Outreach
In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin.
Additionally, potential bidders may be notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, the State of California Contracts Register website, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.
Proposal Evaluation
Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

AB 2766 requires any agency that receives fee revenues subvened to AQMD from the Department of Motor Vehicles to be audited once every two years. This action is to issue an RFP for an independent Certified Public Accountant to conduct the audits. Funds for this expense are included in the FY 2008-09 Budget. |

In February 1998, AQMD acquired the DEC Alpha financial computer to support PeopleSoft financial applications (Payroll, Human Resources, and Oracle database), and Intel-based servers to support network infrastructure and server-based applications (email, file servers, internet, etc.). Server replacements are required to support the upcoming PeopleSoft and Windows Server 2008 operating system upgrades. These existing servers are now obsolete and will no longer be supported by the manufacturer. This action is to issue an RFQ to identify a vendor capable of providing replacements for the current PeopleSoft and network servers in the most cost effective manner. Funds ($175,000) for this expense are included in the FY 2008-09 Budget. |

Issue Request for Proposal to Evaluate Emission Control Technologies for Reducing Sulfur Oxides Emissions from Stationary Sources in the SCAQMD SOx RECLAIM Program |

This action is to issue an RFP to obtain proposals from qualified contractors with technical expertise and experience in sulfur oxides (SOx) emissions control technologies. Qualified contactor(s) would be selected to conduct engineering evaluations and cost estimates on existing commercially viable control technologies to further reduce SOx emissions from seven major emitting categories of stationary source equipment in the SCAQMD’s SOx RECLAIM program. This project would assist staff in identifying Best Available Retrofit Control Technologies (BARCT) to be implemented within the 2011-2014 time frames to help the Basin attain the PM2.5 ambient air quality standards. The funding will be reimbursed by the affected industries based on amendments to Reg. III in 2008. |
