Mobile Source Air Pollution Reduction Review Committee

SYNOPSIS:

Below is a summary of key issues addressed at the MSRC’s May 15, 2008 meeting. The MSRC’s next meeting is Thursday, June 19, 2008, at 2:00 p.m. in Room CC8. The MSRC also has its annual offsite retreat on Monday, June 30, 2008.

MSRC Sets Date and Location for Annual Offsite Retreat

At its May 15, 2008 meeting, the MSRC confirmed the date for its annual offsite joint retreat with its Technical Advisory Committee for Monday, June 30, 2008. This year’s retreat will be at the Port of Long Beach’s commission offices and will include presentations from Port staff as well as staff presentations on key issues that could impact the MSRC’s next work program. The retreat will include a tour of the Port facilities. The MSRC may also need to hold its regularly scheduled meeting on Thursday, June 19, 2008, at 2 p.m. at AQMD Headquarters, but this is still under consideration.

Election of New MSRC Chair

Annually in the month of May the MSRC elects its chair and vice-chair. At its May 15, 2008 meeting, the MSRC unanimously elected Temecula Council Member Ron Roberts, representing SCAG, as its new chair. He had been serving as the vice-chair for the last three years. Chino Hills Council Member Gwenn Norton-Perry, representing SANBAG, had served as chair for the last three plus years. Because of absences, the MSRC postponed the election of the vice-chair position until its next meeting.

Funding Local Government Match Projects

Under its FY 2007-08 Work Program, the MSRC released a $3 million Local Government Match Program Announcement to provide a dollar-for-dollar match to local governments for heavy-duty alternative fueled vehicles, alternative fuel infrastructure, and installation of vehicle management systems to perform remote monitoring and diagnostics of vehicle emission control systems. The Program Announcement included a $75,000 per entity cap and a geographic minimum of $375,000 per county. Thirty eligible applications were received totaling $4,189,435. At its May 15, 2008 meeting, the MSRC unanimously approved funding all but one application, using $3 million from the original FY 2007-08 allocation and designating $1,189,435 as part of the FY 2008-09 Work Program funding to fund the backup list. The remaining application was also submitted under the Alternative Fuels Infrastructure Program, and is recommended for funding; therefore, the MSRC decided to consider it only under that Program. The MSRC recognizes that the funds from the FY 2008-09 Work Program, which were used to fund the backup list, cannot be committed through contracts until the funding is received. Due to the fact that these awards are being funded using both FYs 2007-08 and 2008-09 Work Program dollars, they will not be brought forward to the AQMD Board until its July 11, 2008 meeting.

Funding Rideshare-2-School Program

Under its FY 2007-08 Work Program, the MSRC issued a $245,000 RFP to seek a qualified vendor to develop, implement, and administer a demonstration program intended to promote ridesharing and the use of alternative commute modes by school children at traffic impacted schools. One proposal was received on time, and the MSRC unanimously awarded the contract to TransVironmental Solutions in the amount of $227,198. The AQMD Board will consider this award at its June 6, 2008 meeting.

Postponed Funding of Alternative Fuel Infrastructure Projects

MSRC staff reported on proposals received and evaluated under the MSRC’s FY 2007-08 Alternative Fuel Infrastructure Funding Opportunities Program. Twenty-nine proposals totaling more than $8 million were received, although the target funding is only $2.5 million. The MSRC was unable to proceed with consideration of one proposer’s application at this time because they had failed to provide a campaign disclosure form, as required by Government Code 84308. However, the lack of a quorum, after abstentions were noted, resulted in the MSRC postponing further action on this program. Therefore, no funding was awarded in this work program category at the May 15, 2008 meeting. The MSRC will address this item at either its regularly meeting in June or its retreat later in the month.

Contract Modification Requests

At its May 15, 2008 meeting, the MSRC considered two contract modification requests and took unanimous action, as follows:

  1. For A-Z Bus Sales Contract #MS08003, which provided $300,000 for alternative fuel school bus incentives, approval to augment their award with an additional $820,000 including $220,000 from unallocated funds - this item requires AQMD Board approval; and
  2. For Downs Energy Contract #MS04052, which provides $250,000 to install a new LNG/L-CNG station in Temecula, approval of a seven-month, no-cost contract term extension.

Contracts Administrator’s Report

The MSRC's AB 2766 Contracts Administrator provides a written status report on all open contracts from FY 2000-01 through the present. The Contracts Administrator’s Report for the month of June is attached for your information.
