SYNOPSIS:

This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of March.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

Outreach

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin.

Additionally, potential bidders may be notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, the State of California Contracts Register website, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

RFQ #Q2008-21 Issue Request for Quotation to Purchase Microsoft Windows Operating System Upgrades MARLIA/3148
  Currently, AQMD network servers use Microsoft Windows 2000 Server for the network server operating systems. This product will no longer be supported by Microsoft and needs to be replaced with a supported version. The network server operating system will be upgraded to Microsoft Windows Server 2008. This action is to issue an RFQ to identify a vendor capable of providing this upgrade in the most cost effective manner. Funds ($236,500) are included in the FY 2007-08 Budget.

  On February 1996, AQMD acquired DEC Alpha business computer servers to support most enterprise-level software applications. These servers support a suite of client/server and web-based applications known collectively as the Clean Air Support System (CLASS). The CLASS applications are used to maintain all of the AQMD core activities, including New Source Review (NSR), Emission Fee Billing (EFB), Finance, Compliance, Permitting, Electronic Emission Reporting System (ERS), and Subscription Services. These servers are now obsolete and will no longer be supported by the manufacturer. This action is to issue a RFQ to identify a vendor capable of providing a replacement for the current CLASS System production and development servers in the most cost effective manner. Funds ($450,000) for this purchase are included in the FY 2007-08 Budget.
