PROPOSAL:

Approve One-year Extensions of Memoranda of Understanding with Teamsters Local 911 and with SCAQMD Professional Employees Association

SYNOPSIS:

AQMD management and representatives of Teamsters Local 911, representing the Technical and Enforcement and Office Clerical and Maintenance Bargaining Units, and SCAQMD Professional Employees Association, representing the Professional Bargaining Unit, have reached agreement on one-year extensions to current labor contracts that provide, effective July 14, 2008, a CPI salary adjustment between 3 and 4% and, effective September 1, 2008, a 9% adjustment to the contribution toward health benefits. Bargaining unit members have ratified these agreements, and this action is to present ratified MOU extensions to the Board for approval.

RECOMMENDED ACTIONS:

Authorize the Executive Officer to sign ratified one-year extensions to memoranda of understanding (MOU) between AQMD and Teamsters Local 911, covering employees in the Technical and Enforcement and Office Clerical and Maintenance Bargaining Units, and between AQMD and SCAQMD Professional Employees Association (SC-PEA), covering employees in the Professional Bargaining Unit.

Background

On January 6, 2006, the Board approved labor contracts through June 30, 2008, for the Professional Unit, represented by SC-PEA, and for both the Technical and Enforcement and the Office Clerical and Maintenance Units, represented by Teamsters Local 911.
 

AQMD management has reached agreement with both unions, consistent with Board guidance, to extend these MOUs through June 30, 2009, with the changes described below.
 

Proposal

Effective July 14, 2008, bargaining units will receive a CPI salary adjustment with a minimum adjustment of 3% and a maximum of 4% and, effective September 1, 2008, a 9% adjustment in AQMD’s monthly contribution toward health insurance premiums. Negotiations for successor agreements will begin January 15, 2009. Pursuant to the labor contract definition of CPI movement, the CPI-based salary adjustment for FY 2008-09 would be 3.3%.
 

Resource Impacts

Based on CPI movement of 3.3%, the cost of these contract extensions for all three bargaining units is approximately $2.9M. Funding for these salary and benefit adjustments will be included in the FY 2008-09 Budget.

South Coast Air Quality Management District (AQMD) and Teamsters Local 911
 

The parties agree to extend the current MOU for a period of one year with the revisions shown below. The parties further understand and agree that all other portions of the MOU remain unchanged and in full force and effect through June 30, 2009.

ARTICLE 3

SALARIES Section 1. For classes in the Technical and Enforcement Unit, the parties agree jointly to recommend to the AQMD Board that said Board adopt and implement the salaries shown in the table of rates in Appendix A of this Agreement and as described below to be applicable to employees in this unit. The following percentage increases shall become effective on the dates indicated:

Additionally, on July 3, 2006, and July 2, 2007, and July 14, 2008, salary adjustments will equal the Consumer Price Index movement for all urban consumers for the local Los Angeles-Riverside-Orange County index from April 1, 2005, to March 31, 2006, and from April 1, 2006, to March 31, 2007, and April 1, 2007, to March 31, 2008, respectively, rounded to the nearest 0.1%, with a minimum adjustment each year of 3% and a maximum adjustment each year of 4%.

Section 2. For employees in the Technical and Enforcement Unit, effective September 1, 2005, the total monthly contribution to be paid by AQMD for health, dental, life and vision insurance shall be an amount not to exceed $864.09. Effective September 1, 2006, the total monthly contribution to be paid by AQMD for health, dental, life, and vision insurance shall be an amount not to exceed $933.22. Effective September 1, 2007, the total monthly contribution to be paid by AQMD for health, dental, life, and vision insurance shall be an amount not to exceed $1017.21. Effective September 1, 2008, the total monthly contribution to be paid by AQMD for health, dental, life, and vision insurance shall be an amount not to exceed $1,108.76.
 

Section 3. For employees in the Office Clerical and Maintenance Unit, effective September 1, 2005, the total monthly contribution to be paid by AQMD for health, dental, life, and vision insurance shall be an amount not to exceed $864.09. Effective September 1, 2006, the total monthly contribution to be paid by AQMD for health, dental, life, and vision insurance shall be an amount not to exceed $933.22. Effective September 1, 2007, the total monthly contribution to be paid by AQMD for health, dental, life, and vision insurance shall be an amount not to exceed $1017.21. Effective September 1, 2008, the total monthly contribution to be paid by AQMD for health, dental, life, and vision insurance shall be an amount not to exceed $1,108.76.

RENEGOTIATION Section 1. The parties shall commence renegotiations under the terms of this Agreement by no later than April 12, 2008, beginning January 15, 2009, except as provided for in Section 2 of this Article and in Article 3.

ARTICLE 3

ARTICLE 17
GROUP INSURANCE

Section 2. Effective September 1, 2005, the total monthly contribution to be paid by AQMD for health, dental, vision, and $10,000 life insurance shall be an amount not to exceed $813.97. Effective September 1, 2006, the total monthly contribution to be paid by AQMD for health, dental, vision, and life insurance shall be an amount not to exceed $879.09. Effective September 1, 2007, the total monthly contribution shall be an amount not to exceed $958.21. Effective September 1, 2008, the total monthly contribution shall be an amount not to exceed $1,044.45.
