The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month’s forecast are summarized.

1156.1 Control of Hexavalent Chromium Emissions from Cement
Manufacturing Facilities
Based on recent findings regarding hexavalent chromium levels in Western Riverside County, this proposed regulation is added to AQMD’s regulatory agenda for adoption in January 2009. The purpose of this rule is to reduce hexavalent chromium emissions. The proposed rule will establish stringent emission levels from toxics materials used in cement manufacturing operations, plus housekeeping practices and other requirements to monitor, collect, record, and report operating information for associated processes.
1186 PM10 Emissions from Paved and Unpaved Roads, and Livestock Operations
Rule 1186 has been added to the rule forecast report for June to provide street sweeper vendors the opportunity to demonstrate their previously certified equipment by the District as Rule 1186-compliant maintain their compliant status subsequent to any modification to their design specifications or changes to their part suppliers.
1108 Cutback Asphalt (FUG-03)
Rule 1108 is moved to September from June to allow additional time for staff analysis and public input.

Permit and Burn Authorization for Open Burning
Open Burning (BCM-04)
Rules 208 and 444 are moved to November from July to allow additional time for public outreach and review.
1112.1 Emissions of Particulate Matter from Cement Kilns
Rule 1112.1 is moved to December from June to allow for completion of CEMS certification and collection of data from the impacted company.
1143 Reduction of VOC Emissions from Lacquer Thinners and Paint Thinners (CTS-04)
Rule 1143 is moved to November from July to allow for the parallel development of this rule with the CARB rulemaking on the same source category.
1145 Plastic, Rubber, and Glass Coatings
Rule 1145 is moved to October from July to allow for completion of the assessment of compliant glass coating products and public input.

Reg. IV, IX, X, XI, XIV, and XX Rules Various rule amendments may be needed to meet the requirements of state and federal laws (e.g., SB 700), address variance issues/technology-forcing limits, or to seek additional reductions to meet the SIP short-term measure commitment. The Air Toxics Control Plan (ATCP) is being updated to include new measures to address toxic emissions in the basin. The revised ATCP will include a variety of measures that will reduce exposure to air toxics from stationary, mobile, and area sources.

Note:
AQMD may add control measures necessary to satisfy federal requirements, to abate a substantial endangerment to public health or welfare, state regulatory requirements or SIP commitment.
