SYNOPSIS:

This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of May.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.
 

Outreach

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin.

Additionally, potential bidders may be notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, the State of California Contracts Register website, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.
 

Proposal Evaluation

Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

RFP #P2008-22 Issue Request for Proposal to Hire Outside Counsel WIESE/3460
  From time to time the AQMD requires the assistance of outside litigation counsel having expertise and experience in areas including but not limited to the California Environmental Quality Act, air quality laws, administrative law, the Brown Act, representation of government agencies, constitutional issues, Clean Air Act issues, and complex environmental litigation. In addition, the Hearing Board occasionally requires the assistance of outside counsel for advice on these and related issues such as quasi-judicial hearings, the California Administrative Procedures Act, the California Fair Political Practices Act and constitutional issues related to air pollution law and jurisdiction of local agency hearing boards and for representation when its decisions are challenged in court proceedings. This RFP has two purposes: to solicit qualified law firms or sole practitioners in order to establish a pre-qualified list that District Counsel may utilize to represent the AQMD in ongoing and possible future litigation where outside counsel is required; and to solicit qualified firms or sole practitioners to advise and represent the Hearing Board. District Counsel and the Hearing Board will utilize different firms to avoid conflicts of interest. The contracts shall be for a three-year period. The maximum total dollar amount that may be paid in any fiscal year for the AQMD is $250,000 and $15,000 for the AQMD Hearing Board.

  This action is to issue an RFP to solicit bids for one or more vendors to provide systems development, maintenance and support services. Funds for these services will be requested in the FY 2008-09 Budget.
