PROPOSAL:

Execute Truck Fleet Modernization Contracts for the Carl Moyer Program

SYNOPSIS:

In July 2006, the Board approved the release of Program Announcement 2007-01 to solicit projects at a cost not to exceed $6 million under the Carl Moyer Truck Fleet Modernization Program. These projects are evaluated on a first-come first-served basis, and are submitted on a monthly basis to the Board for approval. This action is to execute fleet modernization contracts from the Carl Moyer Program Fund SB 1107 Account.

RECOMMENDED ACTIONS:

  1. Authorize the Chairman to execute the following contracts under the Carl Moyer Fleet Modernization Program from the “Year 8” Carl Moyer Program Fund SB 1107 Account:
  1. A contract with Longino Luna Navaro to replace one Class 8, 1980 model year diesel truck (1979 engine) with one Class 8 diesel truck (2007 engine or newer) in an amount not to exceed $68,458.
  2. A contract with LGS Enterprises to replace one Class 8, 1989 model year diesel truck (1988 engine) with one Class 8 diesel truck (2007 engine or newer) in an amount not to exceed $83,875.
  3. A contract with Fairview Trucking to replace one Class 8, 1989 model year diesel truck (1988 engine) with one Class 8 diesel truck (2007 engine or newer) in an amount not to exceed $74,095.
  4. A contract with Abel Carrola to replace one Class 8, 1989 model year diesel truck (1988 engine) with one Class 8 diesel truck (2007 engine or newer) in an amount not to exceed $92,993.
  5. A contract with Stepan Ayvazyan to replace one Class 8, 1978 model year diesel truck (1988 engine) with one Class 8 year diesel truck (2007 engine or newer) in an amount not to exceed $85,649.
  6. A contract with Steve Whitaker Trucking to replace one Class 8, 1986 model year diesel truck (1986 engine) with one Class 8 diesel truck (2007 engine or newer) in an amount not to exceed $86,696.
  7. A contract with L & J Toomey Trucking to replace one Class 8, 1984 model year diesel truck (1983 engine) with one Class 8 diesel truck (2007 engine or newer) in an amount not to exceed $58,544.
  8. A contract with L Brother & Son’s Inc. to replace one Class 8, 1989 model year diesel truck (1988 engine) with one Class 8 diesel truck (2007 engine or newer) in an amount not to exceed $82,877.
  9. A contract with Matich Corp. to replace five Class 8, Pre-1990 model year diesel trucks (Pre-1990 engines) with five Class 8 diesel trucks (2007 engines or newer) in an amount not to exceed $245,514.
  10. A contract with Dave’s Trucking to replace one Class 8, 1985 model year diesel truck (1985 engine) with one Class 8 diesel truck (2007 engine or newer) in an amount not to exceed $71,152.
  11. A contract with Altatrans Delivery to replace one Class 8, 1988 model year diesel truck (1987 engine) with one Class 8 diesel truck (2007 engine or newer) in an amount not to exceed $20,748.

Background

In 2005, a heavy-duty on-road fleet modernization program category was added to the Carl Moyer Program. The Fleet Modernization Program provides financial incentives to replace older high-polluting diesel trucks with newer lower emissions diesel and natural gas trucks. In July 2006, AQMD released the Program Announcement, PA #2007-01, for $6 million to solicit projects for the “Year 8” funds for the Fleet Modernization Program. Since then 77 trucks were awarded with Annual Emissions Reductions of 54.98 tons per year of NOx and 4.75 tons per year of PM. To date, only $197,502 remains from the funds allocated in the program announcement. However, as part of the “Year 8” funding the Board had set $6 million aside to fund LNG truck projects at the ports. After a joint program solicitation and selection of projects the AQMD was prohibited to execute contracts by CARB due to their drayage trucks rule timelines. Some or all of the available $6 million can now be used to fund additional trucks under the Fleet Modernization Program.
 

Proposal

This action is to execute heavy-duty truck fleet modernization contracts to replace pre-1990 trucks with model year 2007 and newer diesel trucks in an amount not to exceed $970,601 by exhausting the remaining funds under the “Year 8” Fleet Modernization program announcement and by using available “Year 8” funds originally set aside for port trucks projects from the Carl Moyer Program Fund SB 1107 Account.

Table 1, provides a detailed list of all the projects proposed for funding. These projects were chosen based on the first-come first-served criterion and the cost effectiveness of NOx and PM reductions. GPS units will be installed on these trucks under an AQMD contract with a GPS vendor, and the cost will be reimbursed by the Carl Moyer Program.

Total NOx and PM reductions from the recommended projects are approximately 9.19 tons/year and 0.80 tons/year, respectively.
 

Outreach

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids was published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Air Basin. Also, staff has held several public workshops in the South Coast Air Basin, advertised in a trade journal, and has used consultants for outreach purposes.

Additionally, potential bidders may have been notified utilizing AQMD’s own electronic listing of certified minority vendors.  Notice of the RFP/RFQ have been mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, the State of California Contracts Register website, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html).  Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.
 

Benefits to AQMD

The successful implementation of the proposed projects will help the AQMD significantly reduce NOx and PM10 emissions in a cost effective and expeditious manner. The vehicles funded under this program will operate many years and will provide long-term emissions reductions.
 

Resource Impacts

The total project cost of $970,601 for the proposed truck fleet modernization projects will be funded from the “Year 8” Carl Moyer Program Fund SB 1107 Account
