PROPOSAL:
Issue Purchase Orders for Dedicated-CNG Passenger Vans and
Truck
SYNOPSIS:
On January 4, 2008, the Board approved release of an RFQ for
the purchase of six dedicated-CNG passenger vans and a truck. Since the lowest
quote for vans was less than anticipated, seven vans can be purchased within
the amount budgeted. This action is to authorize issuance of purchase orders
to procure seven dedicated-CNG passenger vans for the fleet and a dedicated-CNG
one-ton crew cab truck for use by building maintenance staff. These vehicles
will replace high-mileage vehicles that are more than nine years old and that
have costly repair histories. The cost of these purchases would not exceed
$310,725, and funds are available in the FY 2007-08 Budget.

Authorize the Procurement Manager to execute purchase orders with Hansel
Ford Lincoln Mercury for an amount not to exceed $265,475 for purchase of
seven dedicated-CNG vans for AQMD’s fleet and with Wondries Fleet Group for an
amount not to exceed $45,250 for a dedicated-CNG one-ton crew cab truck.

Background
To reduce the number of high-mileage, high-maintenance-cost vehicles in the fleet, AQMD budgets annually for replacement vehicles. The current fleet has seven passenger vans and a truck that are no longer cost effective to maintain and repair. The Board-approved RFQ released in January 2008 solicited bids for purchase of six passenger vans and a truck. However, the competitive bid process resulted in a lower-than-anticipated price for vans, and the amount budgeted for replacement vans is sufficient to purchase a seventh needed van replacement.
Proposal
Based on bids received, as shown on the attachment, staff recommends the Board authorize the Procurement Manager to execute purchase orders with the lowest bidders, Hansel Ford Lincoln Mercury, for an amount not to exceed $265,475 for the purchase of seven dedicated-CNG passenger vans, and Wondries Fleet Group, for an amount not to exceed $45,250 for the purchase of a dedicated-CNG one-ton crew cab truck
Resource Impacts
Sufficient funds for the purchase of these eight replacement vehicles have been included in the FY 2007-08 Budget.
