Background

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month’s forecast are summarized.

1143 Reduction of VOC Emissions from Lacquer Thinners and Paint Thinners (CTS-04)
Rule 1143 is moved to January of 2009 from December 2008 to allow additional time for staff analysis and public review.
Reg. XX Regional Clean Air Incentives Market (RECLAIM) (CMB-02)
Regulation XX is moved to the First Quarter of 2009 from January 2009 to allow additional time to complete technical analysis and review public input.

Reg. IV, IX, X, XI, XIV, and XX Rules Various rule amendments may be needed to meet the requirements of state and federal laws (e.g., SB 700), address variance issues/technology-forcing limits, or to seek additional reductions to meet the SIP short-term measure commitment. The Air Toxics Control Plan (ATCP) is being updated to include new measures to address toxic emissions in the basin. The revised ATCP will include a variety of measures that will reduce exposure to air toxics from stationary, mobile, and area sources. √ √ √
Note: AQMD may add control measures necessary to satisfy federal requirements, to abate a substantial endangerment to public health or welfare, state regulatory requirements or SIP commitment.
