Background To allow AQMD to take a more active role in intergovernmental CEQA review by reviewing more documents, more actively working with local governments and participating in public hearings, and providing greater oversight to ensure mitigation measures are enforced and implemented as stated in environmental documents, staff proposes deleting a vacant Senior Staff Specialist position (the duties of which have been incorporated into an existing higher-level position) and adding a Program Supervisor position in Planning, Rule Development, and Area Sources, which is more appropriate for these duties and responsibilities. In Public Affairs, staff recommends deleting a vacant Air Quality Specialist position (the duties of which have been incorporated into a higher-level position) and adding a Public Affairs Specialist position with responsibility for geographic-based outreach to elected officials, business, community groups, and special interest organizations and for coordinating events and meetings. Proposal This proposal is to add a Program Supervisor position and delete a Senior Staff Specialist position in Planning, Rule Development, and Area Sources and to add a Public Affairs Specialist and delete an Air Quality Specialist in Public Affairs. Resource Impacts Based on current Board-approved top-step salaries and benefits, the annual budgetary savings of these changes is approximately $11,562. |
