Status Report on Permitting of Major Electric Generation Facility Projects

SYNOPSIS:

This item is to provide an update on the permitting status for current Electric Generation Facility (EGF) permit applications filed with AQMD. The status report covers the EGF projects for which permit applications for construction or modification were filed in 2005 or later.

Permitting Status of Current EGF Projects

As requested at the July 11, 2008 Board meeting, the attached table identifies current EGFs and reports on the status of the EGFs pending or recently permitted in the AQMD, as well as the two downwind air basin EGFs that have potential to access offsets from the SCAQMD. Four of these projects which were recently issued permits to construct and are included in the attached table are smaller projects (<50 MWs) and were not subject to CEC licensing or emission offset requirements.

The table provides the status of AQMD actions such as Permits to Construct (PC), as well as Preliminary Determination of Compliance (PDOC) and Final Determination of Compliance (FDOC) for EGF projects subject to CEC licensing process. Projects of more than 50 MWs are subject to certification by the CEC. As part of the certification process, the AQMD issues a PDOC after thorough review of the project and a FDOC after a public notice and 30 days comment period and a 45 days EPA review process has been completed.
