The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month’s forecast are summarized.

| Rule 461 is moved to the first quarter of 2010 from October to allow additional time for analysis and public input. | |
| 1112.1 | Emissions of Particulate Matter from Cement Kilns |
| Rule 1112.1 is moved to October from September to provide the one facility benefitted by the amendment with additional time to compile and transmit emissions data to AQMD necessary for staff’s rule making analysis. | |
| 1124 | Aerospace Assembly and Component Manufacturing Operations (MCS-01) |
| Rule 1124 is moved to the first quarter of 2010 to allow more time for analysis and public input. | |
| 1139 | Reduction of VOC Emissions from Cleaning Operations at Large Institutional and Commercial Facilities (CTS-03) |
| Rule 1139 is moved to the first quarter of 2010 to allow more time for CARB to assess and respond to staff’s comments regarding the need for an amendment to the statewide consumer products regulation regarding institutional and commercial cleaners. | |

| Rule 1309.2 is added and will go to the Board with Rule 1315 in October. The amendments are necessary to assure that power plants do not receive credits from the offset budget, as the CEQA analysis for readopted Rule 1315 is not including such power plants. | |

| Regulation XX is moved to November from October to allow additional time for technical assessment and public review. | |

| Proposed Rule 2511 is moved to November from September based on discussions with U.S. EPA relative to applicability of emission reduction credits generated under the proposed rule, additional time is needed for staff to revise the rule proposal. | |
| 2512 | Credit Generation Program for Ocean Going Vessels at Berth |
| Proposed Rule 2512 is added to the rule schedule for November to develop a rule to allow generation of PM, NOx and SOx emission reduction credits from ocean going vessels while at berth. Credits will be generated by controlling the emissions from auxiliary engines and boilers of ships while docked. | |
