Background
The Rule Forecast Report presented to your Board each month outlines for the upcoming 18 months the anticipated meeting dates that staff will bring these control measures and additional rules forward for Board adoption. The Rule Forecast Report is amended as necessary to reflect Board decisions regarding rule adoptions or when additional staff research or public consultations postpone proposed adoption hearing dates.
Proposal
Two of the key items of interest in the report are:
Proposed amendments delete written permit requirements for equipment emitting negligible amounts of air contaminants. The proposed amendments affect over 10,000 sources, and are scheduled for a Board hearing in December 1996.
Proposed amendments to Regulation XXX will incorporate changes made by EPA to better define the minimum elements of an approvable operating permit program. Proposed amendments to Rule 212 will clarify public noticing requirements prior to permit issuance. The Board hearing date is scheduled for January 1997.
The AQMP hearing is scheduled for November, necessitating the movement of three rules which were scheduled to be heard in November:
The Air Quality Investment Program (AQIP) has been added in December. To avoid overloading December, the following rules are being moved:
